Conditions and Regulations of Central Admission to Iraqi Universities

Chapter One: 

A. General Admission Requirements:

A student admitted to universities must meet the following conditions:

  1. Iraqi Nationality:
    The applicant must be an Iraqi citizen.
  2. Academic Qualification:
    The applicant must hold an Iraqi preparatory (high school) certificate authenticated by the Directorate-General of Education in the province, or an equivalent certificate, accompanied by a verification code and QR code for document validation.
  3. Age Requirement:
    The applicant must not be older than 25 years at the time of admission.
  4. Health Condition:
    The applicant must be free from diseases or disabilities that prevent them from pursuing studies according to the specific requirements of each field.
    Students admitted to medical colleges and institutes are required to undergo CBC or Hb-Electrophoresis tests, as well as drug tests, at accredited medical examination centers.
  5. Full-Time Study Requirement:
    The applicant must be dedicated to full-time study. Combining employment with full-time study is not permitted in morning colleges and institutes.
    This includes employees of all state institutions.
    To continue studies, employed students must obtain an official study leave under the Civil Service Law, valid for at least one year (365 days) and renewable annually until graduation.
    The official leave document must be sent directly to the Ministry / Directorate of Studies, Planning, and Follow-Up – Central Admission Department by the student’s employing institution, and the student must sign a commitment to complete their studies.
  6. Eligible Graduates:
    Admission is limited to graduates of:
    a. The current academic year.
    b. The previous academic year, provided they were not admitted centrally to any college or institute.
    These applicants may apply through the Previous-Year Graduates Channel, in accordance with the minimum admission scores of their graduation year, and on the condition that they have not enrolled in any other study program (morning, private, evening, parallel education, or institutes affiliated with other ministries).
  7. Foreign Certificate Holders (Iraqi Students):
    Incoming Iraqi students holding equivalent certificates from the academic years 2022–2023 and 2023–2024 may apply electronically through the portal of the Directorate of Studies, Planning, and Follow-Up, using the designated online application form.
    Applications will only be accepted after obtaining a permanent and officially authenticated equivalency certificate from the Ministry of Higher Education / Directorate of Certificates and Equivalency.
  8. Non-Iraqi Students:
    Non-Iraqi students holding Iraqi-equivalent certificates who are admitted centrally will be officially notified to visit the Central Admission Department / Directorate of Studies, Planning, and Follow-Up to complete registration requirements and pay tuition fees in foreign currency, in accordance with the regulations outlined in Chapter Seven of the Guide to Student Affairs Procedures and Admission Conditions and Regulations.

The University Order for admission to postgraduate studies for the academic year 2025–2026

Admitted students are required to report to the college starting from Sunday to obtain a stamped copy for completing the security clearance and drug test procedures.
